In the three tier Cooperative credit structure of U.P. there are Primary Agriculture Credit Societies (B-PACS) Working at Nyay Panchayat level, District Cooperative Banks (DCCBs) Working at District level and State Cooperative Bank Working at State level. To increse business of B-PACS by developing their human resource through training intervention, In the year 1985 U.P. Cooperative Bank established Agriculture Cooperative Staff Training Institute (ACSTI) in a rented building at Mahanagar, Lucknow with the financial assistance of NCDC New Delhi under world Bank Rural godown Project. Afterwards in the year 1987 Agriculture Cooperative Staff Training Institute (ACSTI) was shifted to its own campus built on a big plot of 6000 square meter area by the grant assistance availed under world Bank Rural Godown Project through NCDC, New Delhi.
Institute building comprises an administrative block, an Air conditioned class room and a Air conditioned computer lab/class room, an Air conditioned and non air conditioned conference hall, library and hostel of 32 rooms with staying capacity of 100 participants. In addition to this institute also has its own pumpset, generatorset, dining hall and a lounge along with adequate facilities for recreation.
In the institute there are professionally qualified two permanent faculties and a Director having vast experience of training & administration. Both the faculties are CTFC qualified from C-PEC, BIRD. In addition to this institute has also maintained a panel of guest faculties from commercial banks, cooperative banks, cooperative department and other fields.
Institute is a life member of C-PEC BIRD for achieving excellence in field of human resource development through training intervention. It is a permanent training wing of state cooperative bank. There are sub-ordinate staff and faculty members liable towards Director of the institute and Director is liable towards Managing Director of U.P. Cooperative Bank. There is a committee formed in the institute- standing advisory committee in chairmanship of chairman of UPCB Ltd., officers of NABARD R.O., Faculty member of BIRD and Director of this Institute are members of this committee looking after training functions, review the performance of institute and approval of annual training calendar. Syllabus of training programme and duration of programme etc. are reviewed and approved in syllabus committee meeting of the institute.
Institute is a permanent training wing of U.P. Cooperative Bank Ltd. Therefore at present apex bank bears all capital and recurring expenditure of the institute. In addition to this institute is also funded by NABARD under SOFTCOB Scheme in which recurring expenditure incurred on training to the officers/staff working in three tier Cooperative credit institutions are reimbursed Rs. 1100.00 per participant per day by NABARD.
In the month of August 2020, training institute sent a letter of intent to C-PEC BIRD for grant of re-accreditation. with respect to that C-PEC constituted a validation committee of three officers to review the progress of institute under 110 sub parameters devised by C-PEC. The validation committee reviewed the progress of institute on September, 22 & 23, 2020. Afterwards in the meeting of accreditation board got accreditation in “A” category. This intimation was given by th C-PEC on 29.01.2021. In consequence of that our institute is now eligible to get reimbursement against training expenditure.
On the basis of guidelines given in operational Manual of Centre For Professional Excellence in Cooperatives (C-PEC), BIRD institute assessed structured training need on sample bases for personnels and elected board members of three tier cooperative credit structure through personal Interviews and structured questionnaire. In addition to this, suggestions/ objections of NABARD inspection, Long form Audit Report (LFAR), Policy circulars etc, have been kept in mind for T.N.A. Apart from the above, training programme already approved by the C-PEC BIRD for ACSTI have also been chosen to be run by the training institute. Training Institute has proposed Annual Training Calendar of 60 training programme for 32 programme titles for approval by Managing/Standing committee meeting. After programmewise discussion on duration, target group, mode of training and annual training calendar, committee approved 60 training programme on 32 various programme title to train 1900 participants of client institution. Approved Annual Training Calendar is attached for ready reference. In operational manual for training of ACSTI it is mandatory to review the syllabus proposed by ACSTI for various training programmes on the bases of training need assessment, for that purpose training programmewise syllabus for the year 2023-24 is approved from page no 01 to 52 by syllabus committee.
